Most jacuzzis are cloranated a chemical that not only kills the bacteria that makes water dirty but it kills germs to, so if it is cloranated probably close to no germs.

With the proper maintenance you should be perfectly safe (naked or not). It is no different than a public swimming pool. Maintain the proper chemical levels to reassure. If you are emptying and refilling after each use………. You are wasting big time

Germs are everywhere and people swap germs all the time, regardless of how heavily or lightly they are dressed – or if not dressed at all. Germs are not stopped by clothing especially when the clothing is wet.
Water, especially warm water, is an excellent medium to swap germs and grow them. Hot tubs are particularly good for germ growth and spreading.
The germ growth will happen when people are in it in the water. Germ killers may reduce but will not totally remove germs.
Draining the unit between uses reduces germ growth in the interim but some germs are live for weeks and water is likely left in low spots and it grows there.
So what germs can be spread? All of them!
We cannot live in a germ free world anyway.
